APP DESCRIPTION

“Vento, Porti e Mare“ è un progetto comunitario sviluppato nell’ambito del Programma di cooperazione transfrontaliera Italia/Francia “Marittimo” 2007–2013 (Liguria, Toscana, Sardegna e Corsica) e finanziato dal Fondo Europeo per lo Sviluppo Regionale (FESR).
Esso rappresenta la prosecuzione e il potenziamento del Progetto “Vento e Porti” (2009 – 2012) attraverso il quale i porti dell’Alto Tirreno – Genova, Savona, La Spezia, Livorno e Bastia - si sono dotati di un sistema di monitoraggio del vento e di un modello di calcolo statistico - matematico in grado di fornire agli stakeholder informazioni sulla previsione del vento atteso nel medio termine (12 - 24 ore) e nel breve termine (1 ora) tramite visualizzazione su sistema WebGis.

Al termine del Progetto “Vento e Porti”, l’intero partenariato, consapevole degli ottimi risultati ottenuti e stimolato dalla particolare ricettività e soddisfazione da parte degli stakeholder, ha deciso di impegnarsi per sviluppare un nuovo progetto che contribuisse a migliorare ulteriormente l’accessibilità alle aree portuali e l’esecuzione delle attività operative ad esse collegate.

“Vento, Porti e Mare” nasce proprio dalle richieste fatte da parte degli stakeholder (in particolare Capitanerie di Porto, piloti, rimorchiatori ed ormeggiatori) durante i Gruppi di Auditing locali del precedente progetto, di avere un contributo in termini di sicurezza alle operazioni legate agli accessi del naviglio nei porti.

In estrema sintesi il progetto riguarda l’estensione del sistema previsionale del vento allo specchio acqueo antistante ai porti, il potenziamento con nuovi strumenti ad alta tecnologia delle reti di monitoraggio precedentemente installate e la messa a punto di un nuovo sistema di previsione delle condizioni meteo-marine basato sull’implementazione di modelli accoppiati vento-onde, che tengano conto efficacemente dell’interazione esistente fra queste due grandezze.

Nell’ottica di favorire l’implementazione e l’affermazione di nuove best practice, è stato deciso di sviluppare nel porto di La Spezia un’attività pilota finalizzata alla misurazione del moto ondoso per via indiretta attraverso un sistema di sismometri posti a terra. Le misure ottenute, insieme a quelle acquisite dalle boe ondametriche presenti nell’Alto Tirreno, concorreranno a fornire un monitoraggio in tempo reale dei parametri di onda e saranno utilizzate per validare il sistema previsionale del moto ondoso.

Il sistema sviluppato dal progetto “Vento, Porti e Mare” prosegue gli obiettivi posti dal progetto iniziale, mettendo a disposizione delle Comunità Portuali, uno studio del vento e del moto ondoso, nelle aree di interesse, finalizzato alla realizzazione di un nuovo WebGis previsionale e di un’app per smartphone per la visualizzazione remota delle misure e delle previsioni meteo-marine.

Vale la pena infine sottolineare come “Vento Porti e Mare” possa dare un importantissimo contributo allo studio della dinamica costiera, estremamente rilevante per il mantenimento delle strutture portuali esistenti e per le future progettazioni marittime che non possono di certo esimersi da valutazioni in merito alla conoscenza diretta dei parametri oceanografi ci del paraggio.
